IPHI currently operates various programs across the region that include CHWs who are directly supporting people living with serious health conditions to effectively utilize medical care and support services.

Position Title: Community Health Worker – ADAP Outreach Specialist

Position Available: Full-time position in Washington, DC. Employment is contingent upon funding.

Program Overview:

The CHW-based model is an individual-level intervention to enhance linkage to and retention in ADAP Services for people living with HIV/AIDS (PLWHA). Community health workers are in a unique position to help PLWHA overcome barriers to medical care, including stigma, lack of a basic understanding about the disease and available services, and challenges navigating community resources. As trusted members of the community who can relate to the life and health experiences of those they support, CHWs are are well-positioned to serve as an ADAP service system navigation role for individuals who are diagnosed with HIV and need assistance. This program focuses on CHWs assisting clients to access, enroll and maintain ADAP or other Medical Assistance services.

The IPHI Community Health Worker will provide outreach and education services to increase minority individuals’ participation in the AIDS Drug Assistance Program (ADAP) and other medication assistance programs. This program leverages the support of the CHW who shares knowledge and provides direct support to help individuals take full advantage of medication assistance programs so they can lead healthy lives. Community Health Workers can provide critical support to their peers because of their personal experiences and their familiarity with the support resources that are available.

The program also includes a significant education opportunity for newly hired Community Health Workers. All hired Community Health Workers benefit from intensive 80 hour CHW training at the beginning of hire to prepare them for their positions, as well as ongoing continuing education and mentoring to help them succeed in their work.

Program Goals

The position is funded through the Ryan White Program administered by DC Department of Health’s HIV/AIDS, Hepatitis, STD and TB Administration (HAHSTA). The program is a peer-based model designed to increase minority individuals’ access to, linkage with, and retention in ADAP and other medication assistance programs. By supporting people living with HIV/AIDS to participate effectively in HIV care and treatment, this intervention results in increased access to HIV/AIDS medication, eliminating a key barrier to achieving to both improved health outcomes and reduced HIV transmission.

This program serves minority individuals living with HIV/AIDS (including but not limited to: African, Latino/Hispanic, Asian, Arab, and Hearing Impaired) who reside in D.C.

Job Summary:

Community Health Workers use their unique position as trained community members to provide trust-based information and education, help clients (patients) cope with and overcome fear, walk clients through the often-complex healthcare system, and help them strategize to manage the logistics of caring for oneself in the context of a complicated life. The CHW’s primary goal will be to increase minority individual’s participation in HIV/AIDS medication assistance programs such as ADAP.

Reports to: The IPHI Resource Advisor/Program Manager

Primary Roles and Responsibilities:

• Identify eligible individuals in need of ADAP and other medication assistance programs; provide additional information and education on health care coverage options; and increase retention of people who know their status into ADAP services.
• Identify eligible individuals by conducting outreach at various community organizations, venues, or support groups and by receiving referrals. Confirm eligibility by conducting in-person assessments of individuals to assess ADAP or medication assistance need;
• Work to build the trust and confidence of clients;
• Provide accurate information to clients about: the benefits and challenges of ADAP and other healthcare coverage and medication assistance programs, enrollment or re-engagement procedures, and available support services and how to access them
• Provide personalized assistance to clients to help them enroll or re-engage in ADAP or other medication assistance programs;
• Increase retention in medication programs by helping clients to develop confidence about their participation in HIV treatment;
• Work with case managers to assist clients in identifying services to address other aspects of their life that affect their health, such as mental health and substance abuse treatment, domestic violence services, housing programs, and education and employment services;
• Submit accurate and complete data on a regular basis through electronic databases and other electronic systems
• Comply with all program protocols, including those regarding confidentiality of client information;
• Complete employee orientation and all mandatory program trainings to guarantee appropriate competency in program requirements;
• Participate in all staff and program meetings, site visits with funders, required network events, and mandatory trainings;
• Keep supervisor informed of all problems, challenges and conflicts related to job; and
• Perform other duties as assigned.
Required Qualifications:
• Commitment: Passion about working to improve the health and quality of life of people living with HIV/AIDS.
• Knowledge:
o Demonstrated knowledge of HIV/AIDS and HIV medical care services,
o Knowledge of ADAP and medication assistance programs in DC strongly preferred.
o Knowledge of regional community resources
o along with the ability to assess clients for needs related to treatment education, risk reduction and prevention.
• Experience:
o Experience or familiarity with issues related to HIV care and treatment, particularly with medication access assistance.
o Familiarity with issues that put people at risk for poorer health is also highly helpful, such as homelessness, incarceration, domestic violence, and/or substance abuse.
o Experience with or abilities for community outreach.
o Data entry experienced required
• Skills:
o Strong communication skills are essential.
o Demonstrated ability to conduct sensitive, empathetic interviews and conversations that respect the dignity and diversity of clients.
o Ability to help manage conflict.
o Computer skills and data entry experience required. Ability to maintain client records and information in an accurate, timely and confidential manner. Basic computer skills required.
• Personal qualities:
o Energy, intelligence, diplomacy, sound practical judgment,
o ability to work both independently during periods of less supervision and effectively in a busy environment
o Strong interpersonal skills to work effectively in partnership with other program staff and others in the agency.
o Resourcefulness will be required to assist clients, as well as good judgement and decision making.
o Ability to understand and maintain professional boundaries is essential.

Education Required:

A high school diploma or GED is required for this position. Exceptions may be granted with otherwise qualified candidates when a commitment to complete a GED within a certain time period is made in conjunction with acceptance of employment.

Additional Requirements:

Employment is expected to begin as soon as possible. More information about training requirements will be provided during the interview process. Employees may occasionally be required to conduct outreach and support outside of traditional work hours, such as evenings.

Salary and Benefits:

Salary is contingent upon available funding, and is commensurate with experience and qualifications. The starting salary for this full-time position is expected to fall in the range of $33,000 – $36,000

Job Location:

Community health workers will be employed by the Institute for Public Health Innovation ( located in Dupont Circle. The CHW may be required to work at other DC-based locations such as a clinic or HIV service provider’s office.


Almost daily travel within D.C. is required for this position.
